I don't know why it was closed, either. I asked but never got an answer (that I could find, anyway). I know there was concern that this program wasn't for everyone, but there really is no such thing. No matter how you raise the money, not everyone can win it. If you decide upper levels get it, that leaves out the lower levels of competition. If you decide SH gets it, that leaves out dressage, over fences, driving, etc. If you have unborn foals nominated, that leaves out non-nominated foals (as in futurities). There is just no way to pay out to everyone.
We thought this program came the closest to making it available to everyone while not costing money, hence no risk to participate.
If you compare to Sweepstakes, you have to nominate the stallion ($1500-$4000), then nominate every foal ($400 each), then pay an addition $100 every year that you want "A" show points to count. Then after paying all that and waiting for those foals to grow up, the SHN classes only pay ONE CLASS for half/anglo arabians (SHUS ATR)and three for purebreds (SHIH gelding, mares, and SHUS ATR)plus the two A/HA/AA dressage classes at 2nd and 3rd level. And even more restrictive is that all these classes are limited to amateurs only. Then the breeder incentive for stallions is limited to purebred stallions only when the non purebreds have to pay more ($4000) just to enroll.
We thought a better program was needed to serve the needs of the Sport Horse exhibitors and breeders.
The SHN Payback program does not require a stallion out-of-pocket nomination fee, just a breeding donation.
It does not require nomination of the unborn foals.
It does not require all the expense of raising the foals until they are old enough to show to win money. ALL get by donated stallions are grandfathered into the program, immediately. Which also means if you have a winning horse going to SHNs, get the sire owner to donate a breeding before you go:)
It does not require annual payments by get owners inorder to be eligible for prize money.
It does not penalize non arabian or part arabian stallions.
It does not restrict the stallion payout incentive (5% of prize money each year) to only purebred arabian stallions.
It does not cause stallion stud fees to go higher inorder to cover their entry cost into the program. In fact, it gives the mare owners LOWER stud fees.
It does not use money paid into the program to award other arabian classes. It ALL (as in 100%) goes to SHNs. (That also means no administrative fees. We are managing this program for free and its advertising is coming out or our personnal pockets)
It does not restrict payouts to only GP Dressage or MP Jumpers. The money will be divided to SHIH, SHUS, Driving, Dressage, Hunters (Hunter Hack at first) so eveyone will have a division to show in and perhaps more than one.
It does not restrict participation to only amateurs.
And the best part, IT COSTS NOTHING TO PARTICIPATE:)
All it requires is the generosity of stallion owners to donate breedings (with the added incentive of earning the 5% stallion payback at SHNs plus increased marketability of their get) and the willingness of mare owners to buy half priced breedings.

I don't know :-) I never figured out why it was closed in Hot Topics.
Maybe just leave it and PM Dean later and see if it's OK.
